Human Resource's Role in Planning and Responding to Disasters

In the wake of any disaster, such as the most recent Hurricane Katrina and including earthquakes, fires, and terrorist attacks, the HR staff may be the first people managers and employees turn to. As a result, HR managers must have plans to secure and retrieve destroyed employment records, so that employees can reestablish all aspects of their work histories. In this way, HR personnel will also be able re-create records of employment, proof of citizenship, etc., for federal, state and local government agencies, banks, and insurance providers. In the cases where company records are intact, HR managers might be the only source of information for these same institutions who are seeking official documentation of the same records.
In addition, HR managers, in concert with facility managers in rented space, must develop effective evacuation plans or plans to secure facilities that cannot be evacuated. Such matters as rendezvous points, phone trees, and other emergency preparedness measures must also be addressed.
Further questions arise such as: what role does HR play if the company and its employees cannot make payments to their health plan provider? To their pension plan? And, what role does HR play in the relocation of the company and its employees?
