OSHA Issues New SST Plan - Minimizing your Risk of an OSHA Inspection


OSHA’s Site Specific Targeting (SST) program is the main programmed inspection plan for non-construction workplaces. In March of this year, 14,000 employers received notice that they had higher than average workplace injury and illness rates. On Monday, May 14, OSHA issued the compliance directive that identifies which of those 14,000 employers are slated for immediate inspection and details the protocol for determining secondary and tertiary inspection lists. In addition to SST, OSHA has National and Local emphasis programs and the Enhanced Enforcement Program. Is your company at high risk for an inspection?

Stefanie Corbitt, President of SSI OSHA, has 12 years experience in safety, health, environmental and product stewardship regulation interpretation, guidance, training, compliance assurance programming and auditing. Prior to founding her own consulting practice in 2005, Ms. Corbitt was OSHA Regulatory Specialist for Keller and Heckman LLP, a regulatory, litigation and corporate law firm with offices in Washington, D.C., Brussels, San Francisco and Shanghai. In that role, she conducted numerous on-site safety, health and environmental regulatory compliance audits, leadership team orientation and training sessions and prepared custom compliance programs for Fortune 500 client companies. These efforts led to improved regulatory compliance assurance. Ms. Corbitt's expertise also includes the preparation, review and audit of product material safety data sheets and labels, for compliance with applicable U.S. , Canadian, European, Australian and other country regulations.

Ms. Corbitt was formerly Environmental, Safety and Health Manager at Carmun International, Inc., a Texas-based manufacturer of beverage dispensing systems, with diverse aluminum casting, machining, metal finishing and assembly operations. She led the creation of the first formal safety and health compliance program for that organization. Stefanie also served as Health Compliance Officer for the State of Virginia , Department of Labor and Industry's Occupational Safety and Health Division. In this capacity, her responsibilities included occupational health compliance auditing across a 17 county region, covering heavy manufacturing through physician offices.

Ms. Corbitt holds a Master of Science Engineering (M.S.E.) in Occupational Safety and Health and Bachelor of Arts (B.A.) in Biology from West Virginia University , and an Associate of Art (A.A.) in Pharmaceutical Technologies from Frederick Community College. Stefanie is a member of the American Industrial Hygiene Association, American Society of Safety Engineers, American Welding Society, and the American Conference of Governmental Industrial Hygienists. She has completed numerous courses at the OSHA Training Institute in addition to various continuing education courses as offered by AIHA and ASSE.

Mr. Halprin draws on his technical and business background to counsel individual companies and trade associations in a broad range of workplace health and safety, environmental, product safety, and business transactions issues. He has a hands-on familiarity with the manufacturing environment and has represented clients in the aerospace, chemical, construction, electronics, food, machines, paper and forest products, pharmaceuticals, plastics, steel, telecommunications and transportation industries.

Mr. Halprin works with clients in developing, implementing and auditing environmental, health and safety management programs; he advises on legal compliance issues; and he represents clients in a broad range of enforcement and rulemaking proceedings at the federal and state levels. Mr. Halprin has been a strong advocate of re-inventing government, particularly with respect to regulatory reform. He has testified before Congress and participated in numerous government rulemakings in an effort to limit agency rules to what is necessary, practical and justified by appropriate risk assessment and cost-benefit analysis. Mr. Halprin is a frequent writer and speaker on regulatory reform and a broad range of environmental, health and safety management issues.

In his transactional practice, Mr. Halprin has provided counsel and negotiated: real estate purchase and leasing agreements for residential and commercial properties; real estate financing agreements for commercial office buildings; asset sales agreements; and telecommunications system design, construction and operating agreements. Before joining Keller and Heckman, Mr. Halprin clerked for the Honorable Charles R. Johnston of the U.S. Tax Court.

Mr. Halprin is a member of the District of Columbia and Pennsylvania Bars.
