Jerry Scannell is senior editor of Compliance Magazine . Scannell was nominated by President George H. Bush in 1989 to serve as Assistant Secretary of Labor for OSHA. During his leadership of OSHA from 1989 to 1992, Scannell lead the adoption of a new Standard for Process Safety for Highly Hazardous Chemicals and a Bloodborne Pathogens Standard. From 1992 to 1994, he served as VP of Worldwide Safety affairs for Johnson & Johnson, and in 1995, Scannell was named President and CEO of the National Safety Council. He was inducted into the Safety & Health Hall of Fame International in 1994.

 

Ronald (Ron) G. Gallagher
President and Chief Executive Officer

Ron Gallagher has more than 30 years of experience in managing large, complex projects in the commercial sector of the refining, petrochemical, chemical and production industries. A Fluor employee for nearly his entire professional career, Ron has overseen projects both in the United States and abroad. Before becoming the President and Chief Executive Officer of Fluor Hanford in November 2003, he was responsible for directing Fluor's Energy and Chemical's Regional Operations and engineering centers across the Americas. He has also served as member of the Board of Directors for Fluor Operations in Poland , Holland , Spain , South Africa , and the United Kingdom .

Ron has participated in all phases of project execution – from early conceptual planning through start-up and commissioning. He also has extensive experience in leading operational strategic planning, directing office-management teams, spearheading corporate initiatives, and leading steering committees with joint-venture partners, providing executive sponsorship for key projects and recruitment of key personnel.

In his current position, Ron is responsible for the work that Fluor is doing at Hanford – Department of Energy site in southeastern Washington State . Fluor manages several major activities at the Hanford Site, which some call the largest environmental cleanup project in the world. Those activities include dismantling former nuclear processing facilities, cleaning up the site's contaminated groundwater, retrieving and processing transuranic waste for off-site shipment, maintaining the site's infrastructure, and operating the Volpentest HAMMER Training and Education Center .

A native of New Orleans , Ron has a B.S. degree in electrical engineering from Louisiana State University .  

R. Davis Layne,
Executive Director,
Voluntary Protection Program Participants Association

R. Davis Layne is executive director of the Voluntary Protection Program Participants Association (VPPPA), an organization dedicated to cooperative occupational safety, health and environmental management systems. The VPPPA is a member-based association, providing a network of more than 1,600 companies and worksites that are involved in or in the process of applying to the OSHA or the Department of Energy's (DOE) Voluntary Protection Programs (VPP) and other government agencies that are developing or implementing cooperative recognition programs.

Layne joined the VPPPA in mid-January of 2005, and he is responsible for the guidance, direction and day-to-day activities of the VPPPA National Office staff.

Before joining VPPPA, Layne was a well-respected OSHA official. With safety and health experience reaching back to the U.S. Army Material Command Field Safety Agency in 1967 and as part of OSHA since 1971, Layne is an expert in the safety and health arena.

At OSHA, Layne was an area director, deputy regional administrator, OSHA regional administrator and finally deputy assistant secretary for OSHA in 1999. In addition to these roles, he also served the agency as Acting Assistant Secretary of Labor for OSHA for the first eight months in 2001. During this time, he was responsible for managing the day-to-day operations of the agency and its nationwide staff of more than 2,200 employees.
