OSHA Inspection & Enforcement Programs – Preparing for OSHA’s 2006 Targeted Inspection Plan

Did you know the Occupational Safety and Health Administration announced that its 2006 site-specific targeting (SST) plan will focus on approximately 4,250 high-hazard worksites in its primary list for unannounced comprehensive inspections? The agency will also randomly select and inspect about 175 worksites across the nation that reported low injury and illness rates for the purpose of reviewing the actual degree of compliance with OSHA requirements.

OSHA inspection and enforcement priorities are continuously changing. Furthermore, OSHA has national as well as local special emphasis programs. States running their own OSHA program may also have special emphasis programs. Do you know the details of these programs? Mr. Sarvadi works with clients in the areas of occupational health and safety, toxic substance management, pesticide regulation, employment law, and product safety. He has handled a variety of federal and state enforcement matters, such as OSHA citations, EPA Notice of Violations, TSCA consent orders, FIFRA SSURO, and EEOC Charges of Discrimination. He works with clients in developing, reviewing and auditing compliance programs in all of these areas, and in obtaining agency rulings on proposed or novel activities and questions, seeking interpretations of regulations as they apply to specific sets of facts. In the area of new product development, he helps clients prepare pesticide applications and other product submissions for review by federal and state agencies. He has been counsel to the National Coalition on Ergonomics from its inception.

He has a background in occupational safety and health, having worked as an industrial hygiene for more than 15 years and became a Certified Industrial Hygienist in 1978. He was a principal in a small consulting firm, and managed a corporate industrial hygiene and product safety program for a Fortune 500 company. In employment law matters, Mr. Sarvadi has counseled and represented employers on a wide range of employment issues, including employment contract issues, terminations, discrimination, and ADA compliance

Stefanie Corbitt, President of SSI OSHA, has 12 years experience in safety, health, environmental and product stewardship regulation interpretation, guidance, training, compliance assurance programming and auditing. Prior to founding her own consulting practice in 2005, Ms. Corbitt was OSHA Regulatory Specialist for Keller and Heckman LLP, a regulatory, litigation and corporate law firm with offices in Washington, D.C., Brussels, San Francisco and Shanghai. In that role, she conducted numerous on-site safety, health and environmental regulatory compliance audits, leadership team orientation and training sessions and prepared custom compliance programs for Fortune 500 client companies. These efforts led to improved regulatory compliance assurance. Ms. Corbitt's expertise also includes the preparation, review and audit of product material safety data sheets and labels, for compliance with applicable U.S. , Canadian, European, Australian and other country regulations.

Ms. Corbitt was formerly Environmental, Safety and Health Manager at Carmun International, Inc., a Texas-based manufacturer of beverage dispensing systems, with diverse aluminum casting, machining, metal finishing and assembly operations. She led the creation of the first formal safety and health compliance program for that organization. Stefanie also served as Health Compliance Officer for the State of Virginia , Department of Labor and Industry's Occupational Safety and Health Division. In this capacity, her responsibilities included occupational health compliance auditing across a 17 county region, covering heavy manufacturing through physician offices.

Ms. Corbitt holds a Master of Science Engineering (M.S.E.) in Occupational Safety and Health and Bachelor of Arts (B.A.) in Biology from West Virginia University , and an Associate of Art (A.A.) in Pharmaceutical Technologies from Frederick Community College . Stefanie is a member of the American Industrial Hygiene Association, American Society of Safety Engineers, American Welding Society, and the American Conference of Governmental Industrial Hygienists. She has completed numerous courses at the OSHA Training Institute in addition to various continuing education courses as offered by AIHA and ASSE.
